This policy brief provides a summary of Conciliation Resources’ Accord 17 about the Nagorny Karabakh peace process.  

It explores the limitations of elite-focussed peace processes and the need for popular support for negotiations.  The importance of engaging Nagorny Karabakh as a de facto but unrecognized entity in talks as well as including civil society is also addressed.

The brief looks at current issues in the conflict, including those which have been created more recently by uncompromising rhetoric and stereotypes, in addition to original causes of the conflict.

It examines the key issue of whether Azerbaijan's oil resources can be used in ways compatible with peace or whether they support its military build up.
