This policy brief draws lessons from Conciliation Resources’ Accord publication 19, Powers of persuasion: Incentives, sanctions and conditionality in peacemaking.

In order to be effective, incentives, sanctions and conditions need to be used as part of an overarching peace process support strategy.  The brief examines issues including: the risk of fueling the conflict; the need to prioritise peace as an aim; and the way to generate momentum in negotiations.

It contains a table setting out the elements of a peace process support strategy and a list of policy recommendations, such as using UN resolutions to promote sustainable peace.
