The conflict with the Lord’s Resistance Army (LRA) has become a regional issue affecting Uganda, Democratic Republic of Congo (DRC), Central African Republic (CAR) and South Sudan.   

This report from Conciliation Resources is part of our EU-funded joint project: People's Peacemaking Perspectives. Here we offer analysis, findings and recommendations generated from our research with local people.  The objective of the study was to gain a “people’s perspective” by involving those most affected by the conflict in the region.

People express despair at the lack of prospects for an end to the conflict and anger at feeling “imprisoned” while the LRA has freedom of movement.  

Given this complex regional context, a comprehensive and coordinated response is imperative, which gives priority to civilian protection and addresses the multiple dimensions of the conflict and its consequences.

Civil society actors have an important role to play in creating an atmosphere for return and reintegration of LRA returnees and community peacebuilding in general.
