As-Sadiq al-Mahdi, the leader of the Umma Party, gives his perspective on the CPA, criticising it for undermining democratic governance by ensuring control of the north and the south to the two parties to the IGAD peace process.

He argues that implementation has only widened the distrust between these parties and that governance continues to be exceedingly poor. He draws a number of conclusions, calling for a national constitutional conference to convert bilateral peace agreements into national ones and an enhanced role for the UN in Sudan.
