Satendra Prasad, university lecturer and member of the secretariat of the Citizens Constitutional Forum (CCF) in Fiji, examines the many dimensions of the country's political and constitutional crises in this paper. 

The study argues that Fiji's race-based political system has prevented efforts to resolve its complex problems and civil society initiatives should be supported instead. 

CCF's work in promoting a people-based process to achieve a sustainable settlement is examined in particular.  The possibilities and challenges for civil society initiatives in promoting re-democratisation are also assessed.
