Billie O’Kadameri describes negotiations between the LRA and the Ugandan government representatives between November 1993 and February 1994. He recounts government minister Betty Bigombe’s efforts to make contact with the LRA, the security arrangements and confidence-building that took place, and her attempts to win support from the army for her efforts. He provides a detailed account of Bigombe’s meetings with LRA delegations, the subsequent deterioration and collapse of the process, and the failed attempts by elders to restart it.
