Charles Abiodun Alao provides a commentary on three phases of ECOWAS-orchestrated diplomatic initiatives: the pre-Cotonou accords, the Cotonou Accord, post-Cotonou accords (the Akosombo Accord, Accra Clarification, and Abuja Accord). He highlights shortfalls common to all the accords, including failing to address the vested interests profiting from status quo; being vulnerable to the emergence of new factions by focusing on accommodating armed groups rather than building political institutions; and not designing mechanisms to resolve disputes over differing interpretations.
