Dylan Hendrickson looks at the dilemmas of international assistance in Cambodia. International intervention diminished and fragmented after the Paris agreements and the UN transitional authority’s ambitious mandate. After 1993 the Secretary-General’s Representative’s mandate was poorly defined and limited, while the emphasis shifted from reinforcing political consensus to reconstruction. In addition, political consensus-building has been hampered by the confusing signals sent out by the international community, particularly over aid conditionalities and how to respond to Hun Sen’s coup.
