The wealth of women's peacebuilding practice documented in the Accord series sheds light on what women peacebuilders have done to overcome conflict. The case studies of this Accord Insight focus on specific contexts, yet also provide three general insights for peacebuilding practitioners and policymakers: women's efforts can broaden the scope of peacebuilding; overcoming challenges to political participation is vital; understanding gender relations is key to building sustainable peace.

Global policy highlights the importance of women’s participation in peace processes and peacebuilding. Yet the impact of international commitments is not felt on the ground. Most peace agreements do not address the specific concerns of women. And women are still excluded from political processes.

Kamarulzaman Askandar explains that long-standing cultural links and affinity between Aceh and Penang in Malaysia made Penang a natural home for Acehnese refugee peacebuilders who were displaced by the war in Aceh. The Universiti Sains Malaysia’s Research and Education for Peace (REPUSM) unit helped set up the Aceh Peace Programme (APP) as the base for peace activity. Together, REPUSM and APP were able to contribute to the resolution of the conflict in Aceh through advocacy, capacity building, networking, institution building, and local (Acehnese) ownership of the activities.

This twenty-second Accord publication looks at how peacebuilding strategies and capacity can ‘think outside the state’: beyond it, through regional engagement, and below it, through cross-border community or trade networks. Edited by Alexander Ramsbotham and I William Zartman, Paix sans frontières: building peace across borders includes 20 case studies from Asia, Europe and the Caucasus, to East, Central and West Africa, Central America and the Middle East. Articles also explore cross-border peacebuilding from global, systems analysis and legal perspectives, and focus on themes ranging from politics, governance and security, social and community relations, and trade and natural resources.
