Recommendations: Protecting civilians from LRA abductions

The Lord's Resistance Army (LRA) has abducted over 3,400 Congolese civilians since 2008. In February 2014 alone the LRA abducted 35 people in Haut Uele district of the Democratic Republic of Congo's (DRC) Orientale Province. In response to this enduring violence, Conciliation Resources and 58 other civil society groups have sent a joint letter to the UN peacekeeping mission in the DRC (MONUSCO). The letter provides concrete recommendations on how peacekeepers deployed in LRA-affected zones can better protect civilians.

Sharing responsibility: governance in the midst of conflict

Governance that fails to respond to people’s needs or is detrimental to social cohesion can be both a root cause and a consequence of conflict. This report shares lessons learned from a five-year project increasing government accountability in conflict zones through public participation in policymaking, which took place in four conflict areas where governance issues are key factors in the persistence of instability and conflict.

En Septembre 2013 un groupe d’experts de notre programme d’Afrique de l’Est et Centrale s’est réuni à Bruxelles avec des organisations de la société civile de la région ainsi que des collègues de plusieurs ONG internationales. 

Des discussions à propos des développements récentes du conflit avec l’Armée de Résistance du Seigneur, et le progrès à l’égard de la surveillance des interventions a entrainer une déclaration conjointe qui souligne les priorités les plus urgentes en abordant la crise persistante dans les zones touchés par la LRA.

Joint statement on the continuing crisis in LRA-affected areas

In September 2013 experts from our East and Central Africa team joined together in Brussels with peacebuilders from the region as well as counterparts from international NGOs.

Discussions on recent developments in the Lord's Resistance Army conflict and progress monitoring of interventions led to a joint statement that highlights the most pressing priorities in addressing the continuing crisis in LRA-affected areas.

Les opérations militaires dans la zone affectée par la LRA en RDC risquent de menacer les initiatives de DDR en cours

Nous, les Organisations de la Société Civile dans la zone affectée par la LRA, avons été récemment informées que la BRIGADE ITURI de la MONUSCO planifie une offensive militaire contre la LRA dans le Parc national de la Garamba dans trois semaines. Il y a actuellement une initiative pour faciliter le retour d‘un groupe de rescapés de la LRA. Nous craignons que cette intervention militaire mette en péril les initiatives présentes et futures visant à encourager la défection et le retour des hommes, femmes et enfants kidnappés par la LRA.

Renewed military operations in DRC could impact demobilisation & return activities

May 2013

We, Congolese civil society organization in LRA affected areas, have recently been informed that MONUSCO Ituri Brigade wants to launch in three weeks' time a military offensive operations against the LRA in Garamba National Park. There are currently DDR efforts to help defection of a large group of LRA. We fear this military intervention would jeopardize current and future initiatives to encourage defection and return of LRA abductees, which can in turn help end the violence. 

Call for a genuine peace process in the DRC and the Great Lakes Region

The recent escalation of violence in the eastern Congo has displaced over 700,000 people since April 2012 and resulted in an untold number of rapes, killings and other human rights violations. The conflict is complex but the fundamental underlying causes remain the same:  poor governance, violent competition for land and natural resources, impunity for serious human rights abuses, and outside interference.
