This is Conciliation Resources' submission to the UN Peacebuilding Commission.  It provides comments on the first draft of the Sierra Leone Compact for the 'Sierra Leone Framework for Cooperation'.

On the topic of youth employment and empowerment, the submission calls for the specific consideration of young people in all reforms, policies and programmes.  The needs of young male and female ex-combatants should be given particular attention.  Assistance should include confidence-building and social reconciliation.

In terms of justice and security, Conciliation Resources emphasises the importance of addressing the land tenure system.  It also highlights the value of community-based mediation and peace monitoring systems.

The submission also looks at approaches to capacity building.
