Scratching the surface: a baseline survey for community education in Fiji

This 63-page report presents the findings of the baseline survey designed and carried out by CCF in early 2011 on people‘s understanding and attitudes towards human rights, citizenship and good governance in CCF’s three target provinces of Ra, Naitasiri and Tailevu.

Fiji has experienced and continues to experience a high level of political instability with four coups in just over 20 years. The Citizens’ Constitutional Forum believes that a primary root cause of this instability is a lack of understanding among the people of Fiji of good governance, their rights as citizens, and the importance and benefits of a multicultural society.
