Following the outbreak of hostilities in Somaliland, the Council for Peace & Development-Somaliland was formed by Somalilanders abroad.  Between April 1995- January 1997, the Council engaged in apeace-making initiative to obtain a ceasefire and encourage dialogue between the parties to end the conflict.

The Council's report is a step-by-step narration of the experiences and efforts of its peace mission, and includes details of visits to Africa and correspondence sent and received during peace process.

Although in the end peace was achieved 'through the efforts of Somalilanders themselves', the persistence of the Council allows for useful lessons to be learned and recommendations to the Government to be made.
