This policy brief accompanies Conciliation Resources’ Accord publication 22 Paix sans frontières: building peace across borders and argues that as conflicts often cross territorial borders, peacebuilders therefore need to think 'outside the state'.  

The brief discusses the strengths and limitations of regional integration in addressing cross-border conflict.  It explores issues such as border security, the trustbuilding potential of cross-border trade and how to ensure the benefits of peacebuilding are spread through all layers of society.
