Mediating peace with proscribed armed groups

This is a policy workshop report on the implications of European Union (EU) counter-terrorism legislation for mediation and support for peace processes.  It has been compiled by Conciliation Resources and Berghof Peace Support.

The 30 participating EU officials, mediators and civil society experts discussed issues such as how engaging with non-state armed groups is essential to any peace process and the far-reaching political effects of proscription by the EU.

The report recommends that the EU improve its counter-terrorism legislation, endorse policies of engagement with all parties and also reposition itself to play a constructive conflict transformation role.
