In this report, Clem McCartney of Conciliation Resources summarises the challenges related to third party involvement in peace processes, which were identified by partners in Colombia and the Philippines.

The range of third party involvement scenarios are first explored.  These include formal/informal and external/internal actors. 

Specific dilemmas are then highlighted, such as neutrality, credibility and legitimacy.  Other issues are limits of influence, security and relating to the community.  

Practice and policy points are made throughout the report.
