Negotiating peace: restarting a moribund process

Former SPLM/A negotiator Cirino Hiteng Ofuho identifies the factors that reinvigorated the IGAD process from 1997 after a long hiatus. He explains the parties' acceptance of IGAD mediation, the importance of the wider international support underpinning it, and the significance of the particular personalities involved. He also deals particularly with the issue of self-determination, which he claims is more important to southerners now than when it was originally accepted as a principle for negotiation.
