Negotiating peace: the road to Naivasha

Former government negotiator Mohamed el-Mukhtar Hussein recounts the government's negotiations with the SPLM/A from 1989 to 2005, commenting on episodes such as the government's rejection of the IGAD declaration of principles in 1994 and the breakthrough in 2002 when the Machakos Protocol was agreed. He also looks ahead, highlighting challenges to the CPA's implementation and suggesting that the programme of devolution underway can help avoid future conflict.
