The mediator’s perspective: an interview with General Lazaro Sumbeiywo (2006) Lazaro Sumbeiywo describes his experience as the IGAD mediator on Sudan from 2001 to 2005, answering questions on the format of the negotiations, the role of international observers, the mediation strategies used, and the difficult points in the talks. His recommendations for mediators and donors include: recognizing when the negotiating teams have a proper mandate to negotiate; consulting widely early in the process; and building the parties' sense of ownership of the process and their capacity to negotiate.
