In order not to jeopardize cessations of hostilities, peace processes in Sudan have not dared to properly address issues around land- a principal cause of conflicts - preferring to defer much of the work to the post-agreement period. Omer Egemi analyses the specific problems in the land-related provisions in the CPA and DPA, arguing that they may fail to address injustices, provide secure tenure, or clarify the roles of the state, the native administration system and newly-emerging political forces.
