The Darfur Peace Agreement: expectations unfulfilled

Julian Hottinger explains the background to the Darfur conflict and the development of the AU-led peace process in Abuja. He highlights some of the problems in the Abuja talks: the fundamental problem being that on the one hand Sudan's regional peace processes were being addressed independently of each other, with each insurgent group expecting a quasi-CPA of its own, while the CPA itself placed significant limitations on what could be agreed. After reviewing the wealth sharing, power sharing and security provisions of the DPA, Hottinger concludes that one model of agreement, the CPA, continues to be replicated, even though it is highly questionable whether it is the appropriate answer for the diverse conflicts within Sudan.
