Dear Mr. Pirabhakaran

With reference to your letter dated 16 March 1995.

It appears that there is misunderstanding on several issues. I believe that direct dialogue would help arrive at positive decisions. I suggest therefore that a delegation comprising of the following four persons meets your delegation as there are some special issues that I would like them to discuss with you personally. They could visit Jaffna on any of the following days: 23, 24, 25 March.
