Dear Mr Tamilselvan,

I write with reference to your letter of 8 February.

The incident at Kalkudah appears to be a serious breach of the Cessation of Hostilities Agreement. We would like some independent body like the committee to investigate violations of Cessation of Hostilities to assess the situation, before arriving at a decision regarding your request. As stated in Mr. Balapatabendi's letter dated 7 February, we suggest that the committees commence work without further delay. Once the incident is reported to the committee and assessed by them, the boat and weapons would be returned to you.
