Peacebuilding and consolidation Joseph Kabui (2002) One of the leading protagonists in the peace process, Joseph Kabui, identifies the challenges that remain following the end of the conflict in Bougainville. For there to be lasting peace, all sides must respect the agreement regardless of leadership changes. There must also be transparency, a peace dividend and the inclusion of groups still outside the process. The demilitarization process, the creation of the new opportunities for ex-combatants and the development of the political institutions of the new Autonomous Government of Bougainville are crucial. Finally, the process of reconciliation must continue and a culture of respect for the law and human rights should be fostered. Kabui declares himself optimistic and believes that the peace process is one that could be emulated elsewhere.
