Making, building and sustaining peace by peaceful means Moi Avei (2002) The Lincoln Agreement commits leaders to securing lasting peace by peaceful means, envisioning a holistic process aimed at encouraging security and development through cooperation and a spirit of joint creation. The process has been founded on the dedication of those involved in the process, along with international support through the UN Observer Mission, the Truce Monitoring Group and development assistance. Moi Avei, Papua New Guinea’s Minister for Bougainville Affairs, discusses the compromises reached in the agreement and the need for continued cooperation and proactive partnership.
