North Nasioi Agreement

(18 October 1994)

Agreement with BRA Commanders and Bougainville Interim Government Spokesmen

This agreement comprising thirteen pages of signatures is made in Arawa on the 18th day of October 1994 between:

The representatives of an independent state of Papua New Guinea whose names and signatures are set out below; and

1. The representatives of the village Councils of Chiefs of the Central District of Bougainville, whose names, clans, and signatures are set out below; and

2. The big men of the South Nasioi, Aropa Valley and Pinei Valley, whose names, clans and signatures are set out below; and

3. The commanders of the Bougainville Revolutionary Army from the North Nasioi area of Bougainville, whose names and signatures are set out below; and

4. The representatives of women's associations and churches, some of whom are signing on the day the agreement is made and some of whom will sign at a later date.

Taking into account:

The basic aims and goals underlying the resolutions agreed to by the Bougainville Peace Conference at its meeting in Arawa on Friday the 14th day of October 1994; and

The fundamental rights and freedoms of the peoples of Bougainville; and

The principles and matters of concern recognized by the parties, including:

a) The need for justice and equity;

b) The failure of all methods so far used in the earnest attempts made to solve the conflict afflicting Bougainville, which developed into violence in 1989;

c) The terrible effects and results of the blockade on the flow of goods and services to Bougainville;

d) The senseless and barbaric killing of citizens committed by all parties involved in the conflict;

e) The unnecessary deaths of innocent mothers and their babies resulting from the conflict and the blockade;

f) The total absence of formal education for so many of the children of Bougainville since 1989.

We sign this agreement in order to record that we commit ourselves to achieving peace in Bougainville in accordance with the resolutions of the Bougainville Peace Conference in Arawa on Friday 14 October 1994.

The representatives of the village Councils of Chiefs and the commanders of the Bougainville Revolutionary Army who sign this agreement also record here that they accept Theodore Miriung as the Interim Chairman of the North Nasioi Village Council of Chiefs.
