‘Joint Creation’: the Bougainville Peace Agreement - and beyond Edward P. Wolfers (2002) The Lincoln Agreement and the Bougainville Peace Agreement were a product of negotiation and compromise between and within the warring sides in the Bougainville conflict. This spirit of consultation and cooperation, the author argues, was crucial and was carried on into the implementation phase. The article traces the incremental series of step-by-step talks and agreements that laid the path for a compromise over the political status of Bougainville. With international facilitation, a concept of shared responsibility and ‘joint-creation’ regarding the process was created and the parties’ positions changed gradually until a compromise was reached. This attitude has continued into the implementation of the arms disposal process and the drafting of constitutional laws, although there is a great deal still to be done.
