From Burnham to Buin: sowing the seeds of peace in the land of the snow-capped mountains Robert Tapi (2002) Talks at the Burnham Military camp, New Zealand, marked a long-awaited breakthrough for peace in Bougainville. Robert Tapi traces the Burnham process to its culmination in the Lincoln Agreement. He examines the role of New Zealand and Australia, the significance of the venues and the importance of the relationship between the PNG President Bill Skate and Bougainville Interim Government Secretary Martin Miriori. Their official meetings included representatives from non-combatant groups, including church and women’s groups, and were paralleled by regional meetings in Bougainville that gave the civilian population a voice in the process. This process addressed many of the security and local issues of the conflict and prepared the ground for political talks.
