The missing link BRITISH GOVERNMENT MINISTER: INDIVIDUAL INSTRUCTIONS You are aware that all the parties in Northern Ireland are to a greater or lesser extend suspicious of your intentions. You know that to suspend the Agreement will increase hostility towards you from nationalists and republicans. But you persuaded unionists to enter into the institutions established under the Agreement before there had been decommissioning and in return promised that you would suspend the Agreement if decommissioning did not occur. Therefore you are will suspend the Agreement at 10.40 if it is certain that the unionists are about to withdraw. You are not very concerned about decommissioning apart from your promise to the unionists and would like to find some way round the problem. If you do have to suspend the Agreement you will work very hard to find an alternative way to quickly re-establish it. You can make contact with the International Independent Commission on Decommissioning body without having to go through the post office
