Old states and new: shifting paradigms and the road to peace in Nagorny Karabakh

The Armenian Minister of Foreign Affairs presents his perspective on the Karabakh conflict, arguing that, since it began, international developments and self-determination processes have led to fundamental changes in international thinking on the issues underlying it. He lists four types of self-determination conflict, identifying Karabakh as an extreme category where the metropolitan state has no control whatsoever over a territory that has itself achieved the empirical attributes of complete sovereignty. He lists other reasons supporting Karabakh’s claims for statehood and criticizes Azerbaijan’s ideas and strategies for regaining the territory. Finally he asserts that only with political will and more realistic positions will the conflict be resolved, and that must necessarily entail the international community’s recognition of Nagorny Karabakh’s right to self-determination.
