A Karabakh Azeri perspective

The Karabakh Azeris stand out as the most obvious losers from the current ‘no war, no peace’ status quo on Nagorny Karabakh. Tabib Huseynov addresses the problem of defining who an Karabakh Azeri is, their political marginalization both within Azerbaijan and from the peace process, and their concerns regarding achieving a safe and dignified return while not becoming a ‘new minority’ in an Armenian-dominated Nagorny Karabakh. He concludes that a solution requires fundamental shifts in approaches including more participation in negotiations by both Armenian and Azeri representatives of Karabakh.
