The influence of the Armenian state over the Karabakh authorities and the decisive nature of the Karabakh factor in internal Armenian politics forms an insuperable knot that contributes to the current impasse. Baghdasarian calls for the establishment of mutual contacts between societies to achieve progress towards a peace settlement. Apparent public unreadiness for conciliation is misleading: the media, especially in Azerbaijan, projects the ruling elite’s views masquerading as public opinion. Further democratization is required, including in Karabakh where elections have been flawed and society is poorly informed about the peace process.
