The elusive ‘right formula’ at the ‘right time’: a historical analysis of the official peace process Gerard J. Libaridian (2005) Although years of OSCE mediation between Armenia and Azerbaijan have provided opportunities to test a series of formulas that might still be useful in achieving a solution to the Nagorny Karabakh conflict, it has thus far failed to bring a solution. Former Armenian negotiator Gerard Libaridian describes the beliefs and miscalculations of both sides, concentrating on Armenian dilemmas around the complicated relationship between Yerevan and Stepanakert and the policy shifts attempted by Armenian Presidents. He argues that both sides have missed opportunities to secure a negotiated solution and that the passing of time favours neither party. A negotiated solution requires a degree of urgency, sufficient political capital for leaders to sell compromises to their publics, and the support of international players.
