Banjul Communique ECOWAS Peace Plan Signed by: Heads of State of The Gambia, Ghana, Guinea, Nigeria and Sierra Leone and representatives of the Heads of State of Mali and Togo. (formally acceded to by Wilmot Diggs (AFL), Charles Taylor (NPFL) and Noah Bordolo (INPFL) in Bamako on 28th November) Witnessed by: Secretary General of the organization of African Unity (OAU) and a representative of the Liberian Inter-Faith Mediation Committee (IFMC) Key Points: Called on the warring parties to observe an immediate ceasefire; Announced the establishment of ECOMOG to `keep peace', `restore order' and `ensure that the ceasefire is respected'; Called for a national conference of all Liberian political parties and other interest groups to establish a civilian-dominated interim government; Set up a special emergency fund for ECOWAS operations in Liberia; Elections to be held within twelve months.
