This is the first of a series of policy papers from our Comparative Learning project, which shares the findings of recent Accord publications with people involved in peacemaking in Colombia and the Philippines. The first initiative focused on ‘engaging armed groups in peace processes’, which is the subject of the publication, Choosing to engage: armed groups and peace processes. (Accord issue 16, 2005).
