No room for peace? United States’ policy in Colombia Winifred Tate (2004) In 1999 Colombia became the third largest recipient of US military aid and by 2001 the FARC, ELN and AUC all figured on the US terrorist list. The article reviews the impact of US-sponsored coca spraying, Plan Colombia, US military assistance and attempts by Congress to tie this to the protection of human rights. Winifred Tate argues that US policy towards Colombia has been driven by US domestic concerns – the war on drugs and the war on terror – and has been at best ambivalent towards peace and at worst an obstacle.
