Negotiating with the paramilitaries: a minefield or a road to peace? Mauricio Romero (2004) Colombia’s paramilitary and self-defence groups have a shadowy relationship with elements of the Colombian state. The article explores how and why President Uribe has entered into a controversial and risky dialogue and demobilization process with some paramilitary groups and whether this is a necessary step towards peace in Colombia. In particular, the article highlights the thorny issues of justice and impunity and the legalization of wealth accumulated through the drugs trade and human rights violations.
