A sensitive mission: monitoring Aceh's agreement

Schulze describes the key features of the EU's Aceh Monitoring Mission. The AMM's initial focus was on security, including overseeing the amnesty granted to the Free Aceh Movement (GAM). Its role in parallel processes of decommissioning the GAM and the redeployment of the Indonesian military were among its greatest successes. But the political and human rights components of the AMM mandate were more problematic: human rights organizations have criticized the mission for not taking stronger measures to prevent the inclusion of provisions incompatible with human rights in the Law on the Governing of Aceh.
