Protracted conflict, elusive peace: Initiatives to end the violence in northern Uganda (original Accord)

Since the mid-1980s, the civil war between the Ugandan government and the Lord's Resistance Army (LRA) has caused great suffering to the people of Acholiland in northern Uganda. Accord issue 11 documents the history of peacemaking initiatives by local officials, elders and the international community in efforts to resolve this conflict.

Catherine Barnes

Catherine Barnes has worked with Conciliation Resources in various capacities, including Accord Programme Manager, Series Editor, Programme Associate and also Policy Advisor. She holds a doctoral degree from the Institute for Conflict Analysis and Resolution and is an independent consultant on peacebuilding.

JPC Gulu

JPC Gulu is a Catholic organisation that builds local practices for peace, justice, news dissemination and good cross-border relations. JPC also works on reconciliation - addressing inter-community fear and mistrust that has kept ethnic groups in Uganda divided for decades. As IDPs have started to return to their homes, JPC Gulu has been training paralegals to work in their communities to resolve disputes relating to land conflicts. JPC is also working with youth in monitoring District implementation of Government funded Peace, Recovery and Development Plan (PRDP).

Regional Civil Society Task Force

The task force is a network of religious and cultural leaders and representatives from NGOs in the four countries affected by the Lord’s Resistance Army – Uganda, Democratic Republic of Congo, South Sudan and Central African Republic – who meet to discuss the conflict, common challenges and approaches.

Barney Afako

Barney Afako is a Ugandan lawyer and expert on transitional justice who has worked in the fields of human rights and criminal justice in Uganda, Zimbabwe and the United Kingdom. Previous roles have included acting as a consultant on peace talks for civil society, the Ugandan Amnesty Commission and the government.

He is one of the leading legal analysts of the International Criminal Court investigation in northern Uganda. Barney is also a part-time immigration judge in the United Kingdom.

Kennedy Tumutegyereize, East & Central Africa Programme Director

Kennedy joined Conciliation Resources in October 2007 after working as a conflict specialist with USAID where he worked in the LRA-affected regions of Uganda, as well as on pastoral conflicts and the proliferation of small arms and light weapons.

Before this he worked as programme coordinator with DANIDA where he was a focal person for interventions in Karamoja, and in 2001–02 helped facilitate peace talks between the Ugandan government and the Uganda National Rescue Front II.

Nicolas Tillon, East & Central Africa Projects Manager


Nicolas Tillon joined Conciliation Resources in December 2010. He holds a Masters degree in Violence, Conflict and Development from the University of London (SOAS).

Nyeko Caesar Poblicks, East & Central Africa Projects Manager

Caesar previously worked as project officer for the northern Ugandan diaspora peace initiative Kacoke Madit between 1999 and August 2005.

Acholi Religious Leaders Peace Initiative (ARLPI)

Acholi Religious Leaders Peace Initiative (ARLPI) is an interfaith peacebuilding and conflict transformation organisation formed in 1997 as a proactive response to the conflict in northern Uganda. ARLPI brings together leaders of six different religious sects/denominations (Anglican, Catholic, Muslim, Orthodox, Pentecostal, & Seventh Day Adventist) and their respective constituencies.
