The 2006 Comprehensive Peace Agreement (CPA) in Nepal was one of the most significant peace accords of recent decades. Yet despite important achievements Nepal’s post-agreement transition has been difficult, as stability in the country remains vulnerable and peace dividends are felt unevenly. A longstanding failure to agree a new constitution has undermined progress for peace. Devastating earthquakes in April and May 2015 brought appaling human suffering and exposed social and political tensions.
