Ten years on from the signing of the Comprehensive Peace Accord (CPA), Deepak Thapa reviews its content and assesses the success of its implementation. There have been undoubted achievements, such as avoiding a relapse into war and the successive peaceful transfers of power that have followed it. Yet the CPA has fallen short in other crucial areas, such as upholding the transitional justice agenda and honouring its commitments to the victims of violence.
