Rashid Abdullo reviews the implementation of the 1997 General Agreement, looking at the Commission for National Reconciliation, the implementation of protocols on refugee, military and political issues, and how various crises have been managed. He identifies intensive contacts between leaders as important for implementation’s success, but warns that politicians cannot afford to ignore new emerging contradictions that could threaten the peace.
