The Abuja Accord of August 1995 was the culmination of a trend by which civic groups have gradually been marginalised within the Liberian peace process. This article summarises civil society initiatives and assesses their impact on the peace process. Its prevailing message is that peace can only be assured by resisting trends towards militarisation and strengthening the role of civic groups in Liberian society.
